    ABSTRACT
    Despite the WHO's recommendation for discontinuing the use of Traditional Birth
    Attendants (TBAs) at delivery and ensuring that at least one Skilled Birth
    Attendants (SBAs) are present at childbirth, a significant number of women in Low
    and Middle-Income Countries (LMICs) continue to rely on TBAs. This trend
    persists even though TBAs are linked to half of all maternal deaths in these
    regions, highlighting the critical need for skilled attendance at birth to enhance
    maternal and newborn health outcomes. The importance of SBA attendance at
    delivery and the barriers that women face in accessing SBA services in LMICs
    have been explored. Yet, the challenge remains to effectively integrate this
    evidence into a comprehensive framework that can inform the development of
    targeted public health interventions from a perspective of Evidence Based Public
    Health (EBPH).
    This study aims to bridge this gap by systematically examining the barriers
    preventing women in LMICs from accessing SBA services, utilizing the integrated
    frameworks developed by Peters et al. and Ensor & Cooper and conducting a
    systematic review. The framework categorizes these barriers into four
    dimensions—accessibility, affordability, availability, and acceptability—and
    analyzes them through both supply and demand perspectives. The findings of this
    study will further propose effective health interventions, categorized as financial
    and non-monetary, designed to address these barriers from both the demand and
    supply sides.
