    This debate is centrally about diplomacy policy which established for rise of China. First, this debate is respond to American soft power strategy. China takes warning about negative effect of American soft power. So China reinforces the socialistic education toward youth and prepares policy for keep tradition. This debate showed that china still has the victim mentality about the west. The second is strategy establishment for china rise to great power in the world. Following this argument, the rise of china is already the fact.
    China has to refute the theory of China threat and persuade to make world (especially Asia) approve naturally about rise of China. Another one is that, to become responsible great power. Most Chinese scholars argue that the soft power of China has been increased. Though, it’s still very weak compored to USA or Europe. When compare to the hard power which greatly increased, we can say soft power rather decreased.
    Chinese culture is the biggest assets of soft power in china. In my opinion, traditional thought makes chinese nationalism stronger.
    Thought of Confucianism(儒家) is the core point which can provide different value and vision from west. From the time of Jiang Zemin, emphasizes politics of law and politics of virtue, and also establishes 國民道德實施要綱 too. After 1990s, China makes effort to construct new diplomacy principal based on Confucianism. They implement three policies which are make neighbor harmonious, rich, and secure to Asian countries. They especially emphasize peace diplomacy. This is because of the Confucianism. They establish confucius institute and propagate traditional culture. The
