    Therefore, we should not make a war. However, let's assume that finally, the accident is determined as the North Korea's attack. How should we react?
    First, we have to reorganize the crisis management manual. Currently, we have a crisis management manual, which is about how the army should react in times of crisis. However, it was revealed that the manual is not effective. It costed lots of time to report the accident to the superior office. Also, the ship could not react against the attack effectively. Therefore, the government should reorganize the manual.
    Secondly, we must have a significant weapon system to protect our ship from the submergence attack. This is a urgent matter, because if we do not have the system, we might be attacked again.
