1. Introduction
Despite the social concern about health, there are a lot of restrictions in 'heathy life' of women. The right of health for women doesn't include 'women' and even, their health is in the system which is hard for them to guarantee it by themselves. In this situation, it is an urgent issue to understand what is health for women and find out possible measures to solve it.
For these reasons, we determined to propose policies for "women", and focused on the fact that policies for birth and rearing of mothers with low SES status haven't been implemented stably, although numerous plans to solve the "low birth rate" continuing for recent several years, have been developed. Moreover, social positions of parents are not only associated with health conditions of their babies and little children, but also have an impact on death rate, so we need to find out solutions and implement them stably to deal with health inequality handed down from parents.
The policies proposed by us are also to solve health problems by inequality during the delivery and postnatal care and health inequality passed down to fetus and babies from mothers.
