...이러한 측면에서 볼 때 카이사르의 정책은 시대가 요구한 자연스런 따름이라고 본다. 이미 거대해진 로마를 효율적으로 통치하기 위해서는 여러 곳의 분란을 막고 주적(主敵)을 한정지어야 했다. 최고 결정권자는 황제 하나인데 반하여 처리해야 할 지역은 광대하며, 더구나 순서대로 쳐들어오는 것이 아닌 동시 다발적으로 이루어질 수 있다는 점도 상기해야 한다. 따라서 일단 제국 내의 분란을 최소화하여 합일된 로마 제국을 건설해야 했다. 이러한 관점에서 볼 때, 카이사르의 시민권 정책은 이 문제를 일부 해소할 수 있었다...(이하 중략)
